Member

  1. Safety

a)     Safety shall be the paramount priority at all times.

b)     Passengers and bystanders are the drivers responsibility. Ensure all persons (especially young children) are kept well clear of any hazardous situations. eg: winching, recovery etc.

c)      Owners of vehicles involved in a recovery will have the ultimate authority to the disposition of their vehicle and type of recovery.

d)     Vehicles shall be maintained to at least Warrant of Fitness standards, or where this is inappropriate, to conform with the National Competition Regulations of the New Zealand Four Wheel Drive Association Inc as may be amended from time to time.

e)     Tow hooks rated to no less than 10,000 lbs shall be securely BOLTED to the chassis at the front and rear of the vehicle using high tensile bolts. Tow balls are not acceptable.

f)       An operable fire extinguisher of not less than 1.4 Dry Powder (or suitable equivalent for the extinguishing of vehicular fires; eg BCF) CO2 etc) shall be carried preferably at all times, but certainly on club trips.

g)     A first-aid kit shall be carried preferably at all times but certainly on club trips.

h)     Children shall be secured in a type-approved child seat and/or restraint at all times whilst the vehicle is moving.

i)        Seat belts are to worn at all times, with the exception of river crossings where the wearing of a seat belt would prevent timely escape.

j)        No passengers shall be carried in a dangerous manner. Eg: standing or "hanging on".

k)      When attempting a new or unfamiliar track or river crossing, stop and investigate first.

l)        Never go off road alone. Take at least two vehicles.

m)   Although not mandatory, radio communications between club vehicles is encouraged. Preferred communication is the CB radio channel 4.

  1. Access to Land / Property

a)     The permission of the Land owner/Lessee/Occupier shall be sought BEFORE any entry is made onto any Land or Property.

b)     Any member guilty of wilful trespass shall do so without the approval and lor support of the Club unless extra-ordinary circumstances exist.

c)      We rely on the good-will of the Land owners/Lessees/Occupiers for much of our four wheel driving. Respect any provisions that may be laid down.

d)     Unless otherwise directed, gates are to be left as found.

  1. Club Trips

a)     No guns on Club Trips.

b)     Dogs only allowed in accordance with the trip sheet published in the newsletter or on the calendar on the club forum.

c)      All litter must be carried out. Wherever necessary, remove more litter than you came with.

d)     You are responsible for your passengers and guests. Advise them on any rules and regulations affecting them.

e)     The Trip Leader shall have ultimate responsibility at all times. Members shall follow all reasonable instructions given by the Trip Leader. With the exception of 1. (c)

f)       Before commencement of any trip, vehicles may be inspected by the Trip Leader to ensure they conform to the requirements of that trip. Any vehicle not meeting the minimum requirements shall be barred from taking part.

g)     During the trip, keep the vehicle behind in sight at all times. Where this is not possible at least in radio contact. If radio contact lost STOP.

h)     Where an intersection or other turning is encountered, remain at the intersection until the vehicle behind has seen the direction to follow.

i)        Unless otherwise decided, a Lead Vehicle and a Tail Vehicle shall be appointed. These vehicles unless otherwise disabled shall hold position at the front and rear of the convoy at all times.

j)        Unless other wise decided, when approaching a closed gate the vehicle immediately behind the lead vehicle shall open the gate and remain with it until all vehicles have passed through. At which point, the gate will be closed and the vehicle shall resume station immediately in front of the Tail vehicle. This ensures that all trip participants shall take turns in opening and closing gates except Lead and Tail vehicles.

k)      When crossing rivers, bogs or other difficult terrain, unless otherwise instructed, only one vehicle in the hazard at a time. Leave room at the end of the hazard for all vehicles to exit and park well clear of the hazard.

l)        On steep inclines either up or down, only one vehicle on the incline at anyone time. Allow plenty of room for the vehicle on the hill both at the top and the bottom.

m)   Alcohol may only be consumed on trips at the end of the days driving, with the knowledge and consent of the trip leader. This will only be approved during camp-outs, overnight stops etc. ie The club will not condone drinking and driving.

  1. Guests

a)     A Guest is defined as someone invited by a financial member with the approval of the Trip Leader of the day.

b)     Guests may attend any Club activities (numbers permitting), but shall not be entitled to receive any honour, award or placing etc. from such events.

c)      Where numbers are restricted, priority shall be afforded to Club members, then prospective members, thereafter to non-members on a first come first served basis.

d)     Where a Guest is an affiliated member of the NZFWDA, they shall be entitled to attend all Club activities except insofar as 4 (b) & (c) may apply.

e)     Any Guest not affiliated to the NZFWDA may attend up to a maximum of three events at which time they shall be invited to apply for membership.

  1. Environment

a)     Be conscious of the environment at all times. We enjoy access to many areas on the basis that we undertake to be considerate and protective of local flora and fauna.

b)     Stay clear of all known fragile eco-systems. Stay on the track.

c)      When venturing into unknown areas, take nothing for granted. Assume all native vegetation to be endangered.

d)     Note especially the following:- Sand Dunes, Shore areas, Lakes, Swamps, Bogs, native bush and High Pasture. All of these can be home to endangered species.

  1. Discipline

a)     Any member in breach of these rules, the rules of the NZFWDA or the laws of New Zealand, may be reported to the Committee for possible disciplinary action.

b)     Disciplinary options open to the committee shall include, but restricted to:

                                                        i.            A formal warning.

                                                      ii.            Censure of the Member concerned.

                                                    iii.            Suspension from some or all Club activities fro a nominated period or until such time, as the Committee shall determine.

                                                    iv.            Financial penalty or fine.

                                                      v.            For the most serious cases, expulsion from the Club.

c)      Where the Committee takes any disciplinary action, the affected Member may appeal to the Club at a General Meeting, except insofar as any penalty shall remain in force until such time as an appeal is heard at the General meeting. The General meeting may remove, confirm or modify any such action.

d)     Where such action involves expulsion from the Club (and hence NZFWDA), the NZFWDA shall be advised and the matter dealt with under the Constitution of the NZFWDA as may be amended from time to time.

  1. Amendments to the Rules

a)     Except insofar as 7(b) may apply, the Rules may only be amended at a General Meeting, and then only if at least two-thirds of those present and voting shall be in favour of the amendment.

b)     Where exceptional circumstances exist, the Committee may temporarily amend these Rules. As soon as practicable, such amendments shall be referred to the Membership at a General meeting for ratification.
